The Federal Government has announced a comprehensive overhaul of allowances and welfare packages for civil servants, introducing significant financial benefits aimed at improving morale, productivity, and overall wellbeing across Nigeria’s public service.
The reforms were unveiled in Abuja by the Head of the Civil Service of the Federation, Didi Walson-Jack, following approval by the Federal Executive Council. The initiative affects workers under both the Consolidated Public Service Salary Structure (CONPSS) and the Consolidated Research and Allied Institutions Salary Structure (CONRAISS), ensuring broad-based coverage across ministries, departments, and agencies.
A key feature of the reform is the upward review of “peculiar allowances” across all grade levels, resulting in improved earnings for both junior and senior officers. The government also approved increases in major entitlements such as duty tour allowance (DTA), estacode, and book allowance, with officials noting that virtually all allowances under the Public Service Rules have now been revised to reflect current economic realities.
One of the most notable changes is the introduction of a 100 percent Duty Tour Allowance for civil servants attending approved training programmes, regardless of whether travel is required. This marks a departure from previous practices and is intended to remove financial barriers to professional development.
Beyond salary-related adjustments, the government has introduced a new exit benefit scheme for retirees under the Contributory Pension Scheme. The policy guarantees 100 percent of a retiring civil servant’s total annual emoluments as an additional exit package, effective from January 1, 2026, alongside existing pension benefits.
In further support of workers, authorities confirmed the operationalisation of the Employee Compensation Scheme, designed to provide financial protection in cases of work-related injury, disability, or death. The initiative complements existing insurance frameworks and expands social protection for civil servants and their families.
Additionally, the government has rolled out a ₦10 billion housing loan scheme to enhance access to home ownership among public servants. The scheme will be implemented through the Federal Mortgage Bank of Nigeria in collaboration with the Federal Government Staff Housing Loans Board.
Officials say the reforms are part of a broader strategy to reposition the civil service as a more efficient and motivated workforce, especially amid rising living costs and increasing pressure on workers’ incomes. Analysts note that the combined measures could significantly improve financial stability and boost productivity across the public sector.
The announcement comes ahead of Workers’ Day celebrations, signaling what government officials describe as a shift from policy promises to tangible welfare improvements for Nigeria’s civil servants.
