Abia State Governor Alex Otti has reaffirmed the government’s unwavering commitment to the timely delivery of a 10,000 barrels-per-day modular refinery at the Abia Industrial Innovation Park (AIIP), located in Owaza, Ukwa West Local Government Area.
The project, approved by the Federal Government and to be executed by Hydrocarbon Solutions International (HSI), is poised to ignite economic transformation in the region.

Construction officially begun in May 2025, following the completion of compensation to affected landowners and ongoing site preparation through bush clearing and earthworks.
A Strategic Infrastructure Boost
Governor Otti’s announcement comes on the heels of a broader infrastructure push, including the reconstruction of the 11.1-km Obehie–Umudobia–Owaza road, a vital artery designed to unlock access to AIIP and catalyze regional development.
Economic and Social Impact
The modular refinery is projected to create approximately 2,000 direct jobs, with thousands more indirectly generated through ancillary industries and services. Moreover, it will produce refined petroleum products locally, reducing dependency on imports, cutting fuel costs, and bolstering Abia’s revenue base.
Spanning nearly 2,000 hectares, the AIIP is fast becoming a magnet for investors, with both local and multinational players expressing serious interest. The state boasts over 100 capped oil wells, spotlighting its potential as a major industrial and refining hub.
Timeline and Environmental Stewardship
Officials anticipate the modular refinery will be operational by the fourth quarter of 2025, barring unforeseen delays. Governor Otti’s administration is also prioritizing sustainable practices, leveraging the state’s industrial planning to protect ecosystems and ensure responsible resource use.
Turning Vision into Reality
Governor Otti encapsulated the intent behind these efforts:
“The era of neglect for Ukwa people is over… the oil in your land will bring prosperity.”
This project underscores a broader agenda—to convert Abia’s “curse” of underdevelopment into a catalyst for wealth, industrial growth, and inclusive prosperity.
