SCANDAL: $500,000 Transfer to Atiku’s Wife Comes Under ICC Scrutiny in Mambilla Power Dispute

Posted on September 19, 2026September 19, 2026 By Rextun boss No Comments on SCANDAL: $500,000 Transfer to Atiku’s Wife Comes Under ICC Scrutiny in Mambilla Power Dispute

Fresh details from the International Chamber of Commerce (ICC) arbitration in Paris have drawn attention to a $500,000 payment made in January 2003 to Jennifer Douglas, who was then the wife of former Vice-President Atiku Abubakar, amid negotiations surrounding the controversial Mambilla Hydroelectric Power Project.

The details are contained in the final award of a three-member ICC arbitral tribunal dated September 16, 2026, in the long-running dispute between Sunrise Power and Transmission Company Limited, its promoter Leno Adesanya, and the Federal Government of Nigeria. The tribunal ultimately rejected Sunrise’s claims against Nigeria.

According to the arbitration record, Adesanya transferred the $500,000 on January 30, 2003, from the Swiss bank account of his offshore company, China Castle Investments Limited, into a Citibank account belonging to Douglas in the United States. The payment occurred less than four months before Sunrise was purportedly awarded a Build-Operate-Transfer (BOT) contract for the Mambilla project.

Adesanya acknowledged making the transfer but told the tribunal that it was a legitimate foreign-exchange transaction undertaken for Atiku, whom he described as a friend. He maintained that he operated a bureau de change business through Moneyline Ventures Limited and that the dollars transferred to Douglas represented foreign currency purchased for the former vice-president with naira.

The tribunal, however, said the explanation was not supported by documentary evidence. It noted that Adesanya did not provide records showing the underlying naira payment, the exchange rate used, instructions from Atiku or his aides, correspondence concerning the transaction or documentation establishing its commercial purpose. Neither Atiku nor Douglas provided witness evidence in the arbitration to corroborate the explanation.

The tribunal also examined the circumstances surrounding the transfer and its proximity to developments concerning the Mambilla project. It observed that the payment was made on January 30, while the purported award of the Sunrise BOT contract came on May 22, 2003, creating a timing issue that featured prominently in the tribunal’s assessment of the evidence.

Atiku’s role in the Mambilla project also came under examination. The tribunal found that he had been involved in the project from at least 2001 and noted his participation in a Nigerian government delegation to China in July 2002 that included Adesanya. During the visit, Nigeria and a Chinese state-owned enterprise signed a memorandum concerning several power projects, including Mambilla.

Despite the concerns surrounding the payment, the tribunal did not find that Atiku personally received a bribe or that he used his official position to secure the Mambilla contract for Sunrise. The award specifically noted that there was no evidence before the tribunal showing that the former vice-president exercised his governmental duties in a manner that fostered the contract award.

The tribunal nevertheless said it could not accept Adesanya’s foreign-exchange explanation on the evidence presented and could not exclude the possibility that the payment was connected to Atiku’s role in the government’s handling of the Mambilla project. It characterised the circumstances surrounding the payment and the purported contract award as raising significant concerns, while stopping short of establishing a corrupt act by Atiku.

The broader arbitration ended with a major victory for the Federal Government, as the tribunal rejected Sunrise’s claims arising from the Mambilla dispute and ordered Sunrise and Adesanya to reimburse Nigeria for a substantial portion of its legal costs. Reports based on the award put the recoverable legal expenses at approximately $11.8 million.

Reacting to the controversy, Atiku said the tribunal had not indicted him for corruption or found that he influenced the Mambilla contract. Through his spokesman, Phrank Shaibu, he challenged critics to identify any portion of the final award where the tribunal found that he received a $500,000 bribe or directed the award of the contract. The development has nevertheless placed the 2003 payment and the history of the Mambilla project back at the centre of public debate.
