The Federation Account Allocation Committee (FAAC) on its December 2025 sitting distributed a total of ₦1.928 trillion to the three tiers of government , the Federal Government, the 36 states (including FCT) and 774 local government councils representing the funds available for sharing from revenue generated in November 2025.
The FAAC communique shows the gross revenue available for the month was ₦2.343 trillion, from which deductions for collection costs, transfers, refunds and interventions were made before the distributable amount of ₦1.928 trillion was shared.
Breaking down the distributable amounts, the committee distributed revenue from three main heads: Statutory revenue, Value Added Tax (VAT) and receipts from the Electronic Money Transfer Levy (EMTL). The gross statutory receipts for the month stood at ₦1.736 trillion, VAT inflows were ₦563.042 billion, while EMTL contributed about ₦43.400 billion to the pool.
After deductions and transfers, the statutory distributable balance that was actually shared amounted to ₦1.403 trillion. From that statutory share the Federal Government received ₦668.336 billion, the states got ₦338.989 billion, local government councils received ₦261.346 billion, and derivation (13% to oil-producing states) amounted to ₦134.355 billion.
From the VAT pool (net of collection costs and transfers), ₦485.838 billion was distributable. Under VAT distribution the Federal Government got ₦72.876 billion, states received ₦242.919 billion and local governments ₦170.043 billion.
The EMTL distribution of about ₦43.400 billion was apportioned with the Federal Government receiving ₦5.947 billion, states ₦19.823 billion and local councils ₦13.876 billion; small portions were retained for collection costs and transfers/refunds.
FAAC also disclosed the cost of collection and transfers: the revenue-collecting agencies deducted about ₦84.251 billion as collection costs from non-VAT statutory receipts and ₦22.522 billion as VAT collection cost. A total of roughly ₦330.625 billion was reflected as transfers, interventions and refunds across the revenue heads for the month.
Compared with the October 2025 allocation, FAAC noted a fall in gross statutory proceeds the gross statutory revenue for November was lower than October by about ₦427.969 billion, and VAT fell by about ₦156.785 billion, a development FAAC attributed to broad-based declines across key tax and non-tax heads during the month. Analysts say the shrinkage reflects weaker oil and non-oil receipts in November.
What this means: states and local governments received smaller inflows from major revenue heads compared with the previous month, while the federal take from statutory receipts and specific levies remained substantial. The FAAC communiqué and Ministry of Finance release make clear that lower collections, especially VAT and statutory oil/non-oil receipts are the immediate cause of the drop below the ₦2 trillion mark for November.
