The Federal Inland Revenue Service (FIRS) has confirmed a major reform in Nigeria’s tax administration system, announcing that the National Identification Number (NIN) will serve as the official Tax Identification Number for individual Nigerians, while the Corporate Affairs Commission (CAC) registration number will become the recognized tax identifier for businesses. The clarification follows growing public debate and misinformation surrounding the country’s evolving tax framework.
According to FIRS, the policy is anchored in the Nigeria Tax Administration Act (NTAA), which is scheduled to take effect from January 1, 2026. The Act seeks to harmonize identity and tax records across the country, eliminating the need for multiple identification numbers and creating a more efficient and transparent tax system.
Under the new arrangement, Nigerians who already possess a valid NIN will not be required to apply separately for a Tax Identification Number. The NIN, issued by the National Identity Management Commission (NIMC), will automatically function as the individual’s tax ID for all federal tax purposes, simplifying compliance for millions of citizens.
For businesses, the reform means that the CAC registration number—commonly referred to as the RC number—will serve as the official tax identifier. This applies to companies, partnerships, and other registered entities, removing the duplication that previously required businesses to maintain both CAC records and separate tax identification numbers.

FIRS explained that the integration is part of a broader effort to unify all existing tax identification systems operated by federal and state revenue agencies. By linking tax records directly to national identity and business registration databases, the government aims to close gaps that enable tax evasion and improve overall revenue administration.
The tax authority emphasized that the policy is designed to make compliance easier, not more burdensome. By relying on already-established identity numbers, individuals and businesses can interact with the tax system more seamlessly, especially in areas such as banking, financial transactions, and regulatory filings where tax IDs are often required.
The move also builds on provisions introduced under earlier finance reforms, particularly the Finance Act of 2019, which made tax identification mandatory for certain financial activities. The NTAA consolidates those requirements into a single, clearer legal framework that aligns taxation with national identity management.
FIRS has urged Nigerians to disregard misleading claims suggesting that the reform introduces new taxes or compulsory fresh registrations. Instead, the service reiterated that the policy merely repurposes existing identification numbers to improve coordination and accountability within the tax system.
With over 120 million Nigerians already enrolled in the NIN database, the government believes the transition will be smooth for most individuals. Similarly, businesses already registered with the CAC are expected to experience minimal disruption, as their existing registration numbers will remain valid for tax purposes.
As Nigeria continues to modernize its fiscal infrastructure, the NIN–CAC tax ID integration marks a significant step toward a more streamlined, transparent, and efficient tax administration system. FIRS maintains that the reform will ultimately promote fairness, broaden the tax base, and strengthen public trust in the country’s revenue processes.
