JUST IN: Nigeria and Saudi Arabia Sign Historic First Bilateral Labour Recruitment Agreement

Posted on January 29, 2026January 29, 2026 By Rextun boss No Comments on JUST IN: Nigeria and Saudi Arabia Sign Historic First Bilateral Labour Recruitment Agreement

In a landmark diplomatic milestone, the Federal Republic of Nigeria and the Kingdom of Saudi Arabia have signed their first-ever bilateral labour recruitment agreement, establishing a fully regulated framework for the recruitment and employment of Nigerian workers in the Kingdom.

The agreement was signed on the sidelines of the Global Labour Market Conference (GLMC) 2026 in Riyadh by Nigeria’s Minister of Labour and Employment, Dr. Muhammad Maigari Dingyadi, and Saudi Arabia’s Minister of Human Resources and Social Development, H.E. Eng. Ahmed bin Sulaiman Al-Rajhi.

The bilateral pact sets up a formal and structured labour migration corridor between Nigeria, Africa’s largest economy and Saudi Arabia, a major destination for foreign workers. It includes:

A regulated recruitment framework that channels Nigerian workers through licensed and authorised recruitment agencies.

Transparent contractual standards covering wages, working conditions, housing, welfare, and employment terms.

Measures to protect worker rights and prevent exploitation by eliminating informal middlemen in the recruitment process.

Emphasis on compliance with labour laws and international labour standards in both countries.

Officials say the deal is designed to ensure that recruitment and placement are conducted with fairness, transparency and respect for the rights of Nigerian workers.

For Nigeria, the agreement opens structured pathways for skilled and general workers to access employment opportunities in one of the world’s fastest-growing labour markets. With youth unemployment still a major economic challenge, the pact is expected to:

Create formal overseas jobs for Nigerians.

Boost remittance inflows, which are vital to the country’s foreign exchange reserves.

Improve protections for migrants working abroad through clear legal frameworks.

For Saudi Arabia, expanding bilateral labour partnerships aligns with Vision 2030, the country’s long-term economic reform plan that aims to diversify the workforce, strengthen labour governance, and attract international talent.

Experts describe this agreement as a significant step toward regulating labour migration between Africa and the Middle East. Previous labour movements between the two nations were largely informal or subject to ad-hoc recruitment, often exposing workers to exploitation and rights abuses.

By establishing a clear and enforceable recruitment framework, both governments hope to achieve mutual economic benefits, enhance labour mobility, and set a model for future bilateral labour partnerships.
