In a major push toward Nigeria’s industrial revival, the Federal Government has announced the signing of a $400 million cooperation agreement with Stellar Steel Company Limited, a Chinese-backed firm, to build a state-of-the-art steel plant in Ewekoro, Ogun State. The agreement, signed in Abuja on Tuesday, marks one of the largest single investments in Nigeria’s steel sector in recent years and signals renewed commitment to local production and economic diversification.
According to the Minister of Steel Development, Shuaibu Abubakar Audu, who represented the Federal Government at the signing ceremony, the new steel project will not only strengthen Nigeria’s industrial base but also create thousands of jobs while reducing the country’s heavy dependence on steel imports. He explained that the multi-phase facility will integrate iron ore mining, smelting, and finished steel production, transforming Ewekoro into a major industrial hub in West Africa.
The project, backed by China’s Galaxy Group and RSIN Group of Fuzhou in Fujian Province, is designed to produce millions of tonnes of steel annually once fully operational. The first phase of construction is scheduled to commence immediately, with production expected to begin by the end of 2026. Officials from Stellar Steel confirmed that site preparation and groundwork in Ewekoro are already underway, underscoring the company’s readiness to deliver on schedule.
Nigeria has long struggled to develop its steel industry despite possessing abundant natural resources. The new $400 million investment comes as part of a broader government agenda to achieve self-sufficiency in steel production and cut down on over $1 billion spent annually on steel imports. Experts say the deal could boost the nation’s drive to produce at least 10 million tonnes of crude steel annually by 2030 — a goal seen as central to Nigeria’s industrialisation plans.
Beyond industrial output, the economic impact of the project is expected to be significant. The steel plant will generate over 2,000 direct jobs and an estimated 20,000 indirect jobs through allied industries such as logistics, construction, and equipment maintenance. Ewekoro’s proximity to existing infrastructure and raw materials also gives the project a strategic advantage, with Ogun State Governor Dapo Abiodun expressing strong support and pledging the state’s cooperation in ensuring smooth implementation.
A key highlight of the agreement is its focus on sustainable and environmentally responsible production. Stellar Steel has committed to adopting green steel technologies that minimise carbon emissions and waste, aligning the project with global environmental standards. The Federal Government, through the Ministry of Steel Development, also assured that policies will be put in place to promote local participation, capacity building, and transfer of technical skills to Nigerian workers.
The signing ceremony drew wide attention from both Nigerian and international observers, as it represents a turning point for the country’s moribund steel industry. Minister Audu described the project as a practical expression of President Bola Tinubu’s economic agenda to boost manufacturing, reduce imports, and build a one-trillion-dollar economy by 2030. He noted that the success of this partnership could pave the way for similar investments across other resource-rich states in Nigeria.
Ogun State, known for its growing industrial clusters, stands to benefit immensely from the deal. With existing players in cement and construction industries, the addition of a major steel producer is expected to accelerate the region’s economic transformation and create a ripple effect across local communities. The state government has already offered land support and pledged to fast-track permits and infrastructure to support the project’s rollout.
Industry analysts believe the agreement could finally position Nigeria as a regional powerhouse in steel manufacturing if executed efficiently. They, however, cautioned that consistent policy support, transparent regulation, and sustained government oversight would be critical to maintaining investor confidence and ensuring long-term success. The collaboration between the federal and state governments will also determine how quickly the economic benefits reach ordinary Nigerians.
As Nigeria takes this bold step toward industrial renewal, the Ewekoro steel project stands as a symbol of new possibilities for the nation’s economy. If the plan unfolds as envisioned, the $400 million investment could ignite a long-awaited revolution in local steel production, create massive employment opportunities, and push Nigeria closer to achieving true industrial self-reliance.
