The Nigerian Governors’ Forum (NGF) has announced a fresh round of strategic appointments aimed at overhauling its secretariat and improving efficiency in line with international best practices.
In a statement released on Sunday, the Forum’s new Director of Media and Strategic Communications, Yunusa Abdullahi, explained that the appointments were part of a broader reform programme designed to boost human capital, enhance security, strengthen economic policies, and improve communication across subnational governance structures.
Mr. Abdullahi noted that the restructuring followed an in-depth review conducted by global consultancy firm Deloitte, which was engaged to redesign the Forum’s internal processes and reposition it as Nigeria’s leading subnational policy hub.

He emphasized that the reforms go beyond routine administrative changes, describing them as a deliberate shift towards a more agile, impactful, and results-driven NGF.
New Leadership Team
The appointments usher in a new leadership structure headed by Abdulateef Shittu, who takes over as Director-General of the NGF Secretariat. Supporting him are the following executives:
Edmund Nnaji, Executive Director of Finance and Administration — a corporate lawyer with vast experience in governance and institutional management.
Dauda Yinusa, Executive Director of Policy, Strategy, and Research — a former Commissioner for Economic Planning, Budget, and Development.
Ahmad Abdulwahab, Executive Director of Programmes and Partnerships — known for his expertise in health systems reform and programme implementation.
Chijioke Chuku, General Counsel and Head of Energy — a seasoned lawyer with over two decades of experience in policy, law, and the energy sector.
Hauwa Haliru-Hassan, Director of Gender Affairs and CEO of the Nigeria Governors’ Spouses Forum.
Ibrahim Ahmad Katsina, Senior Security Adviser — bringing over 30 years of experience in national security and conflict resolution.
Reform for a Stronger NGF
According to the Forum, these appointments reflect its commitment to building a knowledge-driven institution that can better support governors in policy formulation, coordination, and implementation. By strengthening its leadership team, the NGF hopes to play a more active role in shaping Nigeria’s economic and governance landscape.
The reforms are expected to not only modernize operations within the NGF Secretariat but also ensure that the Forum continues to serve as a credible platform for collaboration among Nigeria’s state governors.
