Washington, D.C., July 19, 2025 — The United States government has announced the introduction of a new $250 visa integrity fee for most non-immigrant visa applicants, following the recent passage of a sweeping legislative package titled the One Big Beautiful Bill Act, signed into law by President Donald Trump on July 4, 2025.

The fee applies to travelers seeking various temporary visa categories such as tourism, business, study, and employment, including B1/B2, F, J, and H visas. Notably, the law stipulates that no waivers will be granted for this additional cost.

The visa integrity fee is scheduled to take effect in the 2025 fiscal year, which begins on October 1, 2024. Unlike other visa fees, this new charge will be collected at the point of visa issuance and is being positioned by U.S. authorities as a measure to reinforce immigration compliance.

While the fee is non-negotiable, applicants may be eligible for a refund if they fully adhere to the terms of their visa—such as departing the country before their authorized stay expires, or adjusting their status legally while in the U.S.

Certain groups will be exempt from the fee, including diplomatic travelers (holders of A and G visas), as well as citizens of Canada, Bermuda, and countries participating in the U.S. Visa Waiver Program. However, for the majority of global travelers, this represents a significant new cost added to an already complex visa process.

The legislation also grants authority to adjust the fee annually based on inflation starting in fiscal year 2026. The revenue generated, after processing any eligible refunds, will be directed to the U.S. Treasury general fund to support federal immigration and travel infrastructure.

The broader One Big Beautiful Bill includes additional immigration-related provisions beyond the visa fee. It increases funding for border security, adjusts other travel-related charges such as the I-94 and ESTA fees, and introduces higher costs for Temporary Protected Status (TPS) and asylum applications. The legislation also authorizes expanded investments in detention and deportation infrastructure.

Reactions from global travel and business sectors have been mixed, with many stakeholders warning that the measure could deter international travel to the United States, especially with major global events like the 2026 FIFA World Cup and the 2028 Summer Olympics on the horizon. Critics argue that the law may disproportionately affect students, skilled professionals, and legitimate tourists, potentially undermining U.S. efforts to remain a welcoming destination.

While the policy has been enacted, practical implementation details—such as the processing of refunds and adjustments for inflation—are still being finalized. Federal agencies including the Department of State, Department of Homeland Security, and U.S. Citizenship and Immigration Services are expected to issue guidance in the coming months.

As it stands, the $250 visa integrity fee is now a fixed component of the U.S. visa system, adding another layer of cost and scrutiny to global mobility into the country.
